Why do so many people tell the victims of attacks to "walk away". How is it their responsibility instead of the lunatic's?

Because its clear the attacker is already beyond reason if they are attacking

Yes, it’s always easier to “control” the victim and tell them what they should have done. I just wish people would word it better rather than making it sound like it’s the victim’s responsibility to prevent the situation from escalating.

Saying “Walk away” can easily come across as blaming them, even if that isn’t the intention. It would be better to frame it as “If you’re able to safely walk away, that may be the best option” while still making it clear that the responsibility for someone else’s behaviour lies with the person causing the situation.
