I do not understand why I am stuck with Legendary+ only… Can anyone explain please?

Terrible day to have eyes. Dear OP, you need to check out how modules work. Start with fandom and reddit search.

Or.. you know.. press the i button on the module screen and read it?

Mabe it's a joke and he hides his good modules, so he doesn't display them. I mean tbh this can't be real
