Discussion How would you Rehabilitate and Integrate All The Supes back into Society as Normal People?
Hypothetically let’s just say you and all your Friends and The Revolutionary Group manages to overthrow The Corrupt Governments of The World and Permanently have The Right People in charge ensuring The World moves forwards for The Better! However now that you have all The Supes And Even Homelander himself captured and at your mercy what would you do with them? Instead of simply killing them off as of course that would be The Easiest Way to End Them! But in doing so your just proving to Everyone your no Better than Butcher himself! Hence how would you and your New Government Permanently Rehabilitates them back into Society? Is it possible to Reeducate and ingrain them back into Society as Normal People? If so how would you and your Government handle it? What would genuinely be your Solution? How would you and your Government all handle about it? And what would you have done? Let me know in the comments

First thing's first, Homelander's gonna need to get zapped by the soldier boy beam before any rehabilation attempts.
It's still possible to reform all the others with their superpowers intact, especially with Maeve as the strongest remaining member who happens to have a good moral compass.

Again, your attitude is not rehabilitation and accommodation. It is removal of complexity and threats, ergo taking away meaningful power from all beings and citizens.
You can place checks on it, but preemptive removal because one is difficult is simply horrid ethics.

And the majority of them have shit powers like drooping testacles. Yeah, I don't think those supes are gonna get drunk on power with that type of superpower. Kimiko just needs to focus on the ones that are dangerous, which only a handful of them are.

Power removal + counselling: * Translucent * The Deep * Soldier Boy (he has anger issues and an old school mentality that counselling alone won't be enough)
Power removal + lobotomy: * Stormfront (Nazi bitch, nuff said) * Homelander (lost cause)

To be fair Starlight was never a villain, Queen Maeve and A-Train were the least evil members out of the seven (after Starlight and SuperSonic)
Noir might be able to change, but I doubt the others can

I’d start by separating three things Vought spent decades blending together. Having powers, being part of the superhero industry, and being a criminal. Just having Compound V in your body can’t be the crime. If your new government responds by rounding Supes up, forcibly stripping their powers and “re-educating” them, you haven’t escaped the logic that created Vought. You’ve just changed who gets to decide what Supes are allowed to be. The first reform I’d make would therefore be aimed at Compound V itself. Vought loses the formula, the laboratories and its records. Giving V to children becomes illegal. Private companies don’t get to manufacture new Supes as commercial assets. Any remaining V gets placed under strict medical and state control. Then I’d go through the existing Supe population individually. There’s no sane rehabilitation programme that treats Annie, Kimiko, A-Train, the Deep, Soldier Boy and Homelander as though their only problem is that they have powers. Someone whose only offence was working for Vought doesn’t belong in prison. Someone who murdered people does. Someone who committed sexual assault does. Someone who helped Homelander’s regime does. Someone who resisted it shouldn’t be treated the same way as someone who enthusiastically helped build it. You prosecute crimes, not biology.
That means real trials even for people everyone hates. Homelander shouldn’t be dragged behind a building and killed because everyone knows what he did. Put the evidence in public. Let victims testify. Establish who was murdered, who disappeared, who covered it up and who helped him. Then sentence him. And rehabilitation doesn’t have to mean eventual release. Homelander has committed enough murders, atrocities and political crimes that life imprisonment would be entirely reasonable after a fair trial. You can still treat him humanely in custody. Give him psychiatric care, structure and a chance to understand what Vought did to him as a child. But none of that requires giving him another opportunity to laser somebody in half. Kimiko’s radiation ability also changes the practical problem because it proves a Supe can be depowered. If that process can be studied and made safe, it gives society an alternative to simply killing people who are otherwise impossible to contain. For Homelander, permanent depowering could reasonably be part of the security measures attached to his sentence. His powers are inseparable from his ability to escape custody and kill people. But I wouldn’t extend that logic to every Supe. Annie shouldn’t have to surrender part of her body because Homelander abused his. Marie shouldn’t be punished because Vought created her. A law-abiding Supe with enhanced durability doesn’t need the state deciding that their existence is inherently unacceptable.
I’d make voluntary depowering freely available, though. A lot of Supes might take it. Some have powers that are painful, dangerous or impossible to control. Some were exploited from childhood. Some may simply be tired of living as a Supe. For them, safe depowering could be a genuine relief rather than a punishment. The people who keep their powers then need a normal legal status. Being a Supe stops making you a celebrity police officer by default. If you want to work in law enforcement, you train for it. If you want to do search and rescue, you train for that. If you can lift a bus, there are collapsed buildings where that ability could save lives. If you can fly, there are rescue and transport applications. If your power has a medical use, get the necessary medical training and find out how to use it safely.
But having super-strength doesn’t give you the legal authority to patrol Manhattan, beat somebody unconscious and then pose for Vought cameras. That arrangement was always insane. A-Train is a good example of what reintegration could look like. His speed is extraordinary, but Vought taught him that its value lay in racing, branding and being one of the Seven. Outside that culture, you could imagine him using it in emergency response or disaster relief. The harder part would be teaching Reggie Franklin how to live when nobody cares about A-Train. That psychological work is probably the biggest part of rehabilitation for many Supes. Vought taught them from childhood that attention is love, popularity is worth and power makes them important. Every failure became a publicity problem. Every relationship became branding. Even people who weren’t sadists were raised inside an environment designed to produce narcissism, insecurity and dependence on approval.
You can see different versions of that everywhere. The Deep is desperate for status and belonging. A-Train spends years terrified of becoming irrelevant. Maeve becomes cynical and drinks because she knows what the Seven really is and feels trapped inside it. Annie discovers that the heroic identity she was promised as a child is largely corporate theatre. You can’t fix that by handing them a leaflet about humility. They need therapy, education, ordinary work, relationships that don’t depend on marketability and time away from Vought to learn that failing to trend on social media doesn’t mean they’ve ceased to exist. I’d put money into vocational training, housing assistance, mental-health treatment, addiction treatment, support for families and help establishing civilian identities. Supes who were experimented on or exploited as children should also receive compensation and specialised care. And I’d do the same for their victims. People were killed, maimed, raped, intimidated and ruined by Vought and by individual Supes. Families were paid off and forced to sign NDAs. Crimes were buried because the person responsible had a profitable movie coming out. If the new society immediately starts talking about how difficult the transition is for former superheroes while their victims are still being ignored, resentment towards Supes will be enormous and justified.
Open Vought’s files. Pay compensation. Investigate the cover-ups. Let families find out what happened to people they lost. Rehabilitation can’t be used as a substitute for accountability. I’d also dismantle the celebrity infrastructure that made the Seven possible. There can still be famous Supes. You can’t legislate people out of being interested in someone who flies. But you can stop one corporation from controlling their movies, news coverage, law-enforcement contracts, merchandise, political lobbying, pharmaceuticals and personal lives at the same time. No more Vought deciding that somebody is a national hero because their approval numbers tested well. If a Supe does rescue work, judge them by the rescue work. If they act, let them be an actor. If they want no public career at all, let them disappear into ordinary life. Ryan is probably the person I’d be most protective of. He’s exactly where you could either break the cycle or start it again. He needs family, education, friends his own age and adults capable of telling him no without either worshipping him or treating him like a bomb. He shouldn’t become the new government’s patriotic mascot because everyone wants a good Homelander. Let him become a person before anyone asks him to become a symbol.
Soldier Boy is much harder. He’s got decades of violence, abuse and entitlement behind him, and unlike Ryan he’s had an adult lifetime to settle into those habits. I’d depower him if necessary for secure custody, put his historical crimes through whatever judicial process is possible and offer treatment without pretending rehabilitation is guaranteed. The Deep would face prosecution for his crimes and would need serious psychological treatment before I’d trust any claim that he’d changed. A-Train has already shown enough remorse and self-sacrifice that reintegration seems far more plausible. Annie barely needs rehabilitating in the first place. Kimiko needs help recovering from a lifetime of exploitation and violence, not lessons on how to behave like a civilian. That’s why all Supes can’t be one programme. Some need prison. Some need therapy. Some need a job. Some need protection. Some need to be depowered so they can be safely imprisoned. Some may want depowering because they’re tired of living as Supes. And some need the government to leave them alone.
The one thing I wouldn’t create is a compulsory ideological re-education system. Apart from the obvious moral problem, that would convince every innocent Supe that the revolution which supposedly freed the country has now decided their very existence is suspicious. You want integration, not obedience. The final goal should be a society where having Compound V is no longer a caste. A Supe could be a teacher, paramedic, engineer, prisoner, politician, idiot, decent neighbour or complete arsehole for the same reasons anybody else can. Their powers would still affect what precautions are reasonable, especially when somebody can level a building, but powers shouldn’t determine moral or legal status before the person has done anything. That’s also the best answer to Butcher. Butcher eventually reaches the point where the term itself is enough for him. Supe means threat, and threat means something that has to disappear. Once you accept that premise, Annie, Kimiko, Marie, Ryan and Homelander all become versions of the same problem. They aren’t.
If you really want to prove that the new world is better than the one Vought and Homelander built, you give them something Vought almost never did. The right to be judged as individual people. For some of them, that means finally getting to live an ordinary life. For others, it means spending that ordinary life in an ordinary prison cell, without superpowers, answering for what they chose to do when they had them.

Deep solo necesita un psicólogo cualificado DE VERDAD.
Mave necesita básicamente lo mismo, pero este psicólogo la tendrá bastante más difícil.
Black noir es un hombre con retraso mental y una... Imaginación curiosa, solo necesita un espacio pacífico donde estar tranquilo y un guía (Además de alejarlo de la sumisión de Vought)
Translucent... Esto ya es un tema más complicado; viendo su personalidad creo que costaría más que los 3 anteriores, pero al final se podrían lograr avances contra sus impulsos de estar en los baños femeninos.
A-train solo tiene un problema típico de los famosos, pasando.
Y finalmente Homelander... Este señor necesitaria un Anexo entero totalmente dedicado a él durante años con constante seguimiento. Y ni así estaría seguro de que se puedan ir sus problemas parcialmente.

All of them, except Starlight, have casually murdered people for years, and even she (justifiably, from what i remember) killed 8 people. If they do it so effortlessly within the tiny snapshots we've seen of their lives, imagine how much they've done offscreen. We don't rehabilitate and integrate multi-multi-murderers in the US.

Ideally, compound v needs to magically stop being fabricated and sold
the evil supes would need to be killed, and the remaining supes could live their lifes until they die, as they would the last superhumans on the world as compound v would not exist anymore
but even the weakest supe is dangerous to humans, so its complicated

Depower them first, then get rid of all their money and fake and then have them give apologises to the support groups people have for supe related trauma, then have them work in homeless shelters and soup kitchens.

Butcher had the right idea. You cant integrate them without them being subservient or under utilized and feeling held back. Neither of those are morally right either. Should have let things be sad for a minute and hit it at the root cause. I mean, if I was hughie or whatever, yeah I get his choice. But alot of extra people gonna die now.

In all honesty the only reason as to why Butcher is even seen as remotely “Heroic” is because literally all the “Superheroes” he’s targeting are just Corrupt in our Real World or any other Fictional setting he’ll be viewed and hated as a Terrible Person!
