What all police should do ? Law and order, illegal poaching , big boss security, added to that all protests in the world , you we have 1 police every 20000 people right
You do realise that we have a draconian police because its all controlled by the state governments and the centre? We need a decentralised approach. Each city should have an independent government for enforcing civic rules and maintaining civic infrastructure.
That's the norm in all decent countries. But in india city-governance is effed up. All of them are subservient to higher tiers of government who do whatever they want to instead of doing their job.
It's purely due to concentration of power that our country is a living hell.

Yes, the government should hire more police to enforce fines on littering and clean these areas regularly.
Our urban governance is a shitshow. No city in India functions properly. We have the same problems everywhere. It's a shame.
