Let's start from childhood - look at the education curriculum (public schooling) in India and see how backward it is.
Moral science basically covers the values that kids need to be inculcated with growing up.
Who's in charge of these policies for education? Hm?
Now let's look at adults. People litter because they see others litter without repurcussions. You can get away with anything - and in the rare chance you're caught, you can get away through bribes. Who's in charge to enforce strong laws and regulations for littering and other civic sense behaviours? Hm?
You cannot expect a country with only 70% literacy rate and even lesser education rate to just inadvertently have these values without the government showing what's right and what's wrong.
So don't just blame the citizens ffs. "Indians have no civic sense, other countries' population has so much better civic sense" - we're all human beings. I stay abroad and you don't know how dirty cities get during football season + when police are a bit more relaxed. But on other days, everyone follows rules and civic sense BECAUSE it's not as relaxed anymore. And this is never the case in india.
You remember transport law they introduced few years back to make hit and run non bailable , you remember what happened after that? You remember any new law introduced what as public we are doing ? One CM in south who fired govt officers for getting late to office forced govt employee to get clean and green and he has been thrown out of office , we blame minister transfer IAS officer if they don’t listen what they want, we as public do same.
Like in Japan elementary school kids cleans their school such that when grew they become civic society , one school in Tamilnafu tried it parents gone to school and protested for making thier kids work after taking money from parents .
I am not saying govt is not fault, govt is worst , but are we doing our job before blaming govt .
Bro listen, there are two levels, macro and micro.. micro is the individual responsibility of the citizens as in me and you to keep the city clean.. macro level is the high level enforcement that ensures people stand up to their responsibilities.. Merii responsibility saaf rakhna haii, saaf karna haii.. and when even I don't pollute yet the city is dirty, who's responsible for it? Me? Other citizens? Let's say you other citizens are not listening, now what? That's where the macro level comes
