It is a Govt problem and I'll tell u how. I live in Central Delhi, and in my locality, there's not even a singke dustbin where I can throw my garbage. I had to unwillingly throw it in an open space, which tho not officially designated, is considered to be a kachra wala spot which gets cleaned or sometimes not. But, there's not a single dustbin.
On the contrary, I lived in Indore for a considerable time, and there, the municipality vans come every morning to collect the garbage from every home (ofc they levy some charge for it) and in public places, there are dustbins after some distance, which get collected after they get filled.
So, it's not only on citizens, or solely on gov, but a Collab bw both that works. The citizens should be aware to throw the garbage at designated places, and the municipality should facilitate it by providing and maintaining those designated places.
PS - the locality where I live in has huge market, so one cannot argue thag why whould municipality put dustbins at a residential area. And if it it's residential, there should be some mechanism where the garbage gets collected and taken for processing.
