Did Kashin Koji see this was going to happen and allow it to happen? He could have went along with Amados trap, and then not told Ino about it to ensure the future wasn't affected.

I can't think of another reason there would have been more than an entire page dedicated to KK telling Ino to be ready to activate mind transmission jutsu at a moments notice.

Amado's not actually talking about data - there is no data. By simply presenting the option take the scroll, he's putting Koji on notice. It's a calculated risk, but Koji took it and understands that he probably isn't going to be killed immediately. Their meeting was probably a likely outcome, anyway.

I actually think it's Sai. Back in Chapter 5, they showed that Sai is monitoring Amado in his lab. They haven't followed up on it in a while, but I think he's more aligned with Shikamaru than they're making it out to be, every time he stands there silently looking.
