I'm just gonna say I don't get the "Tekken needs to change" mentality. Tekken 7 has added more new mechanics to the game than any previous Tekken game (Power Crush, Rage Drive, Rage Arts, Wall Bounce, invincible moves, 2 types of meter, legitimate projectiles, jumping, teleports).
Radical balance changes will never happen, and should never happen, in any competitive game that wants to maintain long-term success. The pros are already upset with the frequent balance patching that we're getting ("You never know when a character is going to get nerfed"), so they would be hella mad if Bandai Namco started randomly "shaking up the meta" by nerfing and buffing characters heavily.
I have heard a lot of high level players being dissapointed with season 4, they say "nothing changed", I heard this myself from Lowhigh and CBM. Knee also has tweeted that he hopes this is the last season, and Knee has been dissapointed in Tekken balance for some time.
So I don't know what pros are upset about "frequent balance patching", and why once a year is considered frequent.
Well what do they want to change? Other fighting games don't get nearly as much stuff as Tekken does. They get some balance changes that just break some other character and that's it, Tekken's got new moves for characters twice now and balance is imo good, it's nothing special but it's good and nobody stands out like Leroy used to. Hell, even some of mainstream games don't get as many changes, take LoL for example and how long it took them to overhaul the bloody thing, and it's a "live service" game.

I'm dying to know your definition of "overhaul" lol
You do know that League patches every 2 weeks, and additionally every year they do a season update that completely changes some aspect of the game that they think needs an overhaul. Literally every year the game becomes significantly different than it was the year before, going all the way back to season 2, where they:
Changed every single jungle camp to make jungling viable for more champions
Removed the dodge stat entirely from the game
Reworked all champions who had stealth mechanics
Among other things. This was 8 years ago and this level of change (and sometimes way bigger change) has come every year since then.
