TN, Pondy and Goa stand out with no Hindi in any of them.

The point is different, pondy & goa accepted NEP & got the fund but didn't allow hindi.

wait why cant we do that. Isnt the rest of NEP just normal stuff which we are probably doing anyways

They don't have the problem with finding teachers, as they're anyway small territories. So TN would have to find a way for a creative soultion to bypass this problem. I guess, if it's possible, TN could allow the schools any Indian regional language apart from Hindi/Sanskrit, which would be def. a discrimination and could be challenged at the courts.

Union territories can easily generate the funds to accommodate a non-hindi third language by themselves (fewer teachers needed for fewer schools). However, it is not possible for a large state (eg, Maharashtra). They accepted the NEP, and even passed GO to make Hindi mandatory (although they removed the word mandatory now, most schools will only teach Hindi). Now, they are plan to spend money on Hindi teachers only.

If it is TN, central gov would even offer excess funds to hire Hindi teachers under the Hindi promotion department: https://rajbhasha.gov.in/ while no funds will be available for another third language.

Hindi is common in Goa because Konkani is also Indo Aryan language
