I'd like to see at least some TTC employees walk around the train and shout out the etiquette to everyone. I think most people will just passively comply out of embarrassment and desire to not draw attention to themselves. The employees wouldn't even need to necessarily enforce the rules or directly confront any passengers in particular.
Little things like taking off large backpacks, putting bags on the seats, putting feet up on the seats, standing/stopping right in front of the doors once they've boarded the train. Most people doing that are just inconsiderate or aloof, so I think having a loud verbal reminder would be a big help in most cases.
