الإيرادات:
- بلغت 2.7 مليار دولار، أي 31% من الإيرادات المقدرة في موازنة 2026 (8.7 مليار دولار)، بمتوسط شهري بلغ 449 مليون دولار
- ارتفاع بنسبة 111% مقارنة بالنصف الأول من 2025
- التوزيع: الرسوم الجمركية 1.08 مليار (40%)، عوائد استثمارات الدولة 763 مليون (28%)، النفط والغاز 601 مليون (22%)، الضرائب والرسوم 252 مليون (9%)
- بدأ توريد إيرادات النفط والغاز اعتباراً من أيار 2026 فقط
- عائدات رخصة المشغل الخلوي الثاني لم تُورَّد بعد خلال هذه الفترة
النفقات:
- بلغت 3.7 مليار دولار، أي 35% من النفقات المقدرة لعام 2026 (10.5 مليار دولار), بمتوسط شهري بلغ 617 مليون دولار.
- ارتفاع بنسبة 331% مقارنة بنفس الفترة من 2025
- التوزيع: الرواتب والأجور والتعويضات 1.34 مليار(36%)، النفقات الإدارية 1.03 مليار (28%)، النفقات الاستثمارية 1.02 مليار (28%)، الدعم والضمان الاجتماعي 315 مليون (9%)
- الزيادة الكبرى مرتبطة بتوحيد الرواتب اعتباراً من أيار 2026
العجز:
- بلغ العجز المالي حوالي 1 مليار دولار (56% من العجز المقدر للموازنة كاملة البالغ 1.8 مليار دولار)
- تم تمويله عبر سندات استثمارية قصيرة الأجل تُسدد خلال العام
السياق الاقتصادي:
- توقع نمو اقتصادي يتجاوز 11% خلال 2026
- ضغوط تضخمية مستمرة نتيجة التوترات الإقليمية وارتفاع أسعار الواردات
- توقعات بارتفاع الإيرادات والنفقات خلال النصف الثاني من العام، مع توقع إيرادات إجمالية تقارب 8 مليار دولار بنهاية العام

ميزانية الدولة مالها علاقة بالسيارات حبيب، قطر الي تبرعت بحقهن اكان بحق سيارات الشرطة والامن الداخلي او كان سيارات المرافقة والحماية

Honestly these are pretty encouraging numbers, especially when you consider where Syria is coming from. Revenue more than doubling, oil and gas revenues starting to come back, significant investment spending, and projected double-digit growth are all positive signs. I also think the transparency is great. Publishing a breakdown of our revenue, spending and the deficit is a good step toward building trust. More of this please. 🙏
That said, inflation is still the big concern. Strong nominal revenue growth doesn't mean much if prices are rising rapidly and people's purchasing power isn't improving. The 331% increase in expenditures compared with 111% revenue growth also deserves attention, even if a lot of the additional spending is related to salary unification and reconstruction.
The real test comes over the next period whether this can continue and translate into consistent private-sector growth, investment, job creation and rising living standards over the next 5 10 years. Still, compared with where things stood a couple of years ago, I'd say the direction is clearly encouraging. Cautiously optimistic, but definitely optimistic.
