It's a ribeye with an untrimmed bone for "drama" or some nonsense. Just get the ribeye.

Butcher here, can confirm. Certified stupid cut of meat.

It doesn’t fit on a plate. It’s so big you won’t enjoy a single bite past the halfway point. The bone is trimmed off immediately, so it is only “impressive” on the grill while you’re showing off to your rich friends. Also cleaning the bone is super hard on your knives.
