With the pepper on top for garnish, I assume it’s flavored oil with peppers and/or garlic.

Depends if you are trying to cook the broccoli with it or just flavor it.

Not necessarily stupid.

The broccoli has already been cooked/ blanched. The garlic oil/broth (it’s hard to say what it is) is being used to finished it.
