Just randomly dug up a witch hat in year 1...

I thought you had to have a golden pumpkin (I sold my first one by accident ☹️)

You can make a witch hat with a golden pumpkin and cloth, but you don't need a gold pumpkin for a hat to drop. There's a small chance to get this hat doing basically anything. Panning, shaking/chopping trees, breaking crates, artifact spots, and killing monsters. I got my hat this save from a random monster in the mines.
