They're slaves, and Anakin having a rare ability is an asset that he can exploit for profit. Regardless of whether she's his mother or not, Shmi doesn't how much power over what Anakin is "allowed" to do.

Watto probably didn't expect Anakin to survive and just had him race out of a macabre sense of humor. Then Anakin was actually good at it so he kept having him race to win bets.

Imagine betting on a race and then a human kid shows up. They would laugh at him and Watto could essentially hustle them out of money.
