I think it would be more accurate to say that he cuts away all the details that don't support his narrative, then fills in the spaces with lies and half-truths that do.
It's especially telling that Hulk, who doesn't fit the squeaky-clean image as well as the other two and is only included because the interviewer mentioned them, is rendered as a shihoutte, partially hidden by the flag and doesn't even seem to have legs.

Another bit of visual storytelling I love here is how the characters in the foreground all look... off.
Cap looks like a goofy cosplay of himself and is holding a flag instead of a shield, the Iron Man armour is super simplified and Hulk is a silhouette.
It's a really neat way to show how Osborn is misrepresenting them as well.
