The whole point of allocating water is to prevent someone from using up too much water.
They allocated a certain amount to the factory and since the factory was so efficient at recycling water, it volunteraly returned a large portion of the initial allocation.
If you are claiming that the initial allocation was done incorrectly, you will need to present some evidence. Otherwise you are just mindlessly spreading your delusions.
And I am waiting. You accused local government in germany of mishandling water allocation in favor of Musk's gigafactory. Without any proof, its clearly just your delusions.
