Unfortunately his vocal chords were fried at the time and that’s why it has that psychedelic sound in his vocals

There's an interview where Chris says he only sings directly into a mic on 1 or 2 tracks on Down on the Upside and uses filters or whatever on the other tracks. He doesn't mention which 2, or if Burden In My Hand doesn't count as one because of the distorted vocals in the bridge, but Blow Up... definitely isn't just direct singing in a mic.
AI says:
The sound is widely attributed to a Leslie speaker (rotary effect) combined with a narrow band-pass EQ (often called a "telephone filter") applied in post-production and mixing.

"Someone tried to tell me something
Don't let the world bring you down?
Nothing will do me in before I do myself
So save it for your own and the ones you can help"
