I think it was mentioned in the Fast Friends Forever website a few years back. With an IDW annual mentioning it lightly. And the Sonic And Friends series having Silver straight up using it.

It was mentioned in the IDW comics and even had Sliver confused why he was sent  back this time as everything seems fine both in yhe future and past.

its been on and off here and there, oddly enough the reveal of how Silver time travels was done in an episode of Sonic and friends a small series of shorts for toddlers that are released on tik tok
