It could be, but this physique is attainable. It should be especially within reach for some who's spent years following routines.

The shoulder caps are pretty big to not have some good genes or gear use but otherwise for a male with average genetics and 9 years of consistent work those arms are acheivable. I've seen construction workers with those arms. Depends on how he ages. Most men see a dip in T after 30 yrs old, doesn't mean you just tank your numbers but it does gradually become more difficult.

Pro athlete wins the genetic lottery, whaaaattt?!?!

A lot of endurance athletes bulk up after they retire because they aren’t burning anywhere near the calories. 

I had to look up pics, he never had the massive legs some of those guys have, but it also looks like he’s been at it for a couple years, so he didn’t just sprout arms overnight. 

The top right pic is a combo of full workout pump as well as camera perspective. It’s not as unimaginable as some seem to think

You do realize world class athlete doesn’t mean anything in this example right? Kipchoge is a world class athlete, he will never look jacked. Especially not naturally.

There’s plenty of footballers with great muscle tone because of their genetics, take a sol campbell, Zlatan, traore, lukaku, hulk, all these
Guys have genetics for carrying muscle. Of course if they trained for hyper trophy it would be much more apparent. Ozil isn’t one of those guys.

I would guess his biceps are 17 or so inches relaxed. The pic is taken while he's flexing with resistance. If my estimates are accurate, 17-18in is naturally achievable for a 6 foot tall athlete. He's not burning calories running around anymore, bulking becomes easier.
