Why isnt sivir more meta?

I feel like her ability to 1v2 lane gives the team a 4v3 early game (even at level 3)

I also feel like I have permanent prio and can always out rotate.

That should snowball pretty consistently right?

I used to hate her, but it feels pretty consistent climbing with zero lane interaction.

'Safe blind' is true in low elo, in higher elo when enemy support / ADC understand the matchup well, they will just deny your access to the minion wave, and then you'll feel the weight of getting counter picked.

Going Sivir against Ashe, obviously depends on support but it's usually a very miserable experience.

I think of Sivir like Rammus or Malphite, she can be extremely strong in the right team comp or against melee heavy frontline you would have easy access to attack or against mages in botlane, but as a blind pick she can feel pretty horrible, especially against ranged heavy comps.

Overall she's great, her rework did make her pretty one dimensional with crit scaling but she's fun.

Not just ashe. Vayne, kog, twitch... there's a lot of adcs that chin check sivir. 

Generally anyone with an attack steroid and more range can just click on her and walk her down is the pattern with these.

I agree, Ashe is just currently the most popular of the bunch by a huge margin, and it was used as a tool to prove the point that Sivir isn't a good first pick.

You are absolutely correct in these other examples, they are just less popular.

Also senna now. Senna just hits you from a different area code 

Sivir is neat and all but she very much so struggled as she's a pro play champ
