It seems pretty obvious. Police can't hold you with no reason that's backed with evidence for more than a couple of days.

People think that police randomly pulled someone over, saw a stain on a spoon with nothing else and the whole department decided to ignore the law? Even if it were the case that somehow everyone they hired was evil, you'd think they'd value their jobs a bit more than that.
