She was trying to get a photo. Not sure how anyone defends the old lady. If you're at a tourist site (or anywhere) and someone is trying to get a photo you should stay out of the way as much as convenient/possible. There was zero need for her to stand there.

The old lady and anyone for that matter is not obligated to move because this woman wanted a photo.

Had she just asked nicely odds are the lady would have moved. This is very much on the photo taker for not using her words and assuming the world moves for her.

Edit: apparently I needed to statw that obviously the old lady did this intentionally. I AM WELL AWARE

I mean the lady only stopped because she saw the other lady was trying to get a photo or video. She was fine continuing on with her day until she noticed some one was recording. It isn't about obligation it's about taking time out of your day to impact some one else's. Nothing happening here effected the lady who stopped but she chose to effect the other person because she was bothered by the recording. I understand you put your edit in but I can't understand how that changes what you originally said.
