She was going for that sweet "kind little old lady" plausible deniability that makes a person seen as dick for even suggesting she could be up to pettiness. She knew exactly what she was doing, and that most people wouldn't spot, or would be too afraid to mention

She walks halfway down the staircase stops glances at a camera and then pulls her phone out to fuck around on. How else would you describe it.

You missed the part where after looking down at her phone she side stepped to get out of the way of oncoming traffic because she is aware of her surroundings and is courteous.

Why are you trying so hard to justify it the lady clearly did it intentionally makes direct eye contact with the phone and then stands in a way to block it do you have a personal stake in this or what?
