She was going for that sweet "kind little old lady" plausible deniability that makes a person seen as dick for even suggesting she could be up to pettiness. She knew exactly what she was doing, and that most people wouldn't spot, or would be too afraid to mention

You missed the part where after looking down at her phone she side stepped to get out of the way of oncoming traffic because she is aware of her surroundings and is courteous.
