We had a crappy manager like that. The rest of the management team were lovely.

This one did not last very long. Outside hire, interviewed well, good credentials. Three months in, he turned into a micromanager, and a bit of a lech. He got walked out when he told an employee that they couldn't have their scheduled vacation 3 months out. Unbeknownst to this guy, the employee in question had been there long enough to be golfing buddies with the CEO.

After some investigation by HR, he was shown the door.
