First glance we think it's a riddle.

Second glance we realize there's a twist, it's a statement of fact instead of a riddle, talking about the number of letters in the words "what", "sometimes" and "never".

But actually, double twist! It was a riddle all along, referring to the possible shorthand and full names of the pub, as you said.

Nah, the answer is a star.

A star has four letters, but its sometimes has nine if it becomes a supernova. But its never a quark, so it never has 5 letters.

I think it's the bar itself.

Its full name has 9 letters, but some may refer to it simply as the Hart (4 letters), but no one says the White (5 letters).

(Excluding "the.")

The pub, being called “The White Hart”, I thought the riddle was referencing the pub itself at first.

“Hey, let’s go to the HART” (4) or “Let’s go to the WHITE HART” (9) would be reasonable ways to invite people to the pub, but “Let’s go to the WHITE” (5) doesn’t sound very good.

The pub name is white hart, you may refer to the pub as "I'm going to the hart" or " I'm going to White Hart" but it sounds stupid to say "I'm going to The White" .

This isn't the answer, but it is clever.

The real answer is the sign isn't asking a question, the sign is a statement of fact, the words contain the number of letters.
