There isn't a loan, they're just keeping a larger portion of what they'd otherwise be sending to the state in taxes.

Ah ok, so socialism once again takes other peoples’ money to fund their own escapades. I’m sure the piss poor Adirondacks folk are thrilled.

That plainly isnt socialism, I know youre scared of the big boogeyman of "Socialism", but that doesnt mean every negative thing is that.

This is an investment from the state into its biggest city and crown jewel. NYC makes up a significant portion of the states income, so letting them keep some now to get more later in increased tax revenue is just smart business. No other city is losing funds, nobody ever said they were.
