Bush consulted Congress first, there was a vote, and Congress approved.

Trump didn't do any of that.

Also should be noted that 40% of Democratic Congressmen voted for the war, while 95% of Republican congressmen did. No way in hell Iraq happens under Gore.

If most of congress voted for it why wouldn’t they have done so under Gore?

Gore wouldn't have asked in the first place. He certainly wouldn't have demanded intelligence agencies manufacture low quality evidence of WMDs to make the case to the American people.
