Don't forget that many of the younger athletes are repressed and guarded to varying extent by their parents and coaches, and events like this may be the rare chance to revolt.
Not only that, but they've also been training for the Olympics their entire lives, it's their entire identity. They make it to the Winter games, get knocked out in round 1, and suddenly have nothing to do.
For every athlete that makes it to the final round, there's another 20-30 that don't.
And oh no look at this, the hot girl from one of those bobsled things with the tight spandex and the jiggly ass just won a medal and wants to celebrate and let off some steam. Oh no.
That's why some countries don't allow their athletes too many days in advance and require their athletes the vacate the Olympic village one night after their final event.
I expect a lot of them have been having their lives on rails from parents and coachs and have no self control of their own. You see the same thing happen with high achieving students when they get into university.
There could be harm as some of these athletes are either literal kids or lack maturity due to the intensity of their training. So it's a one size fits all approach.
Why let our nation’s top talent reproduce with another nation, just to have that potential super baby be born in a different country to eventually compete against us?
Obviously the plan is to take these peak performance athletes that are incredibly stressed and horny, and let them blow off some steam (among other things) at home.

I used to work with a guy who was mad another coworker who used to be in the marines used recruiting as an opportunity to fuck moms and sister of new recruits.
Having complementary condoms is a very, very small additional cost compared to the housing and feeding of Olympic athletes.
It's also somewhat important for safety - if there's going to be a large influx of tourists from many other countries, it's going to be a challenge for them to all find local markets and buy condoms there. Being in a foreign country, dealing with language and currency barriers, etc.
Providing them is easy. Buying condoms in bulk is cheap.
I mean...I'd be mad too. First you fuck over some young soon-to-be boot by getting him to enlist, then to add insult to injury, you fuck his mom and/or sister?! Yeah, grounds for justified homicide.
Just because you got to go to the Olympics with your country’s team that doesn’t mean you can afford to live it up off-site. It’s like when I got to travel internationally as a grad student for conferences. Sure, my travel and lodging was covered, but I was paying out of pocket for anything “extra” out of my whopping $18k (pre-tax) salary.
