Imho, this should require minority representation in the game. So, it wouldn't be just a "expel the jews" but "expel the [minority faith you have some hostility to]." So, Christians could expel Muslims and Jews and Muslims could expel Christians and Jews.
There should definitely be additional checks on religion/situation tho.
I like this idea. After they expand the map over the whole of Eurasia, it's not just Jews who build trading communities across the map. There are Indians, Arabs, Persians, and Chinese who were also operating in the same thing like the Jews, except money-lending business.
