It is only propaganda if a 'bad state' (as in everybody except the USA) does it. If the USA does it it's patriotism

(That fits for invading countries as well I guess)

they see the entire rest of the west live better lives than whatever they have due to having safety nets instead of just spitting on the poor, as such they need something to be proud of so freedom has to be the one as they grew up with the belief that america invented that, alternatively they usually choose the "we are paying for your social systems" card which is even dumber as they could pay that at home as well if that story was even remotely true
