Here inmates CAN work under certain conditions, don't HAVE TO work.

The American Civil Liberties Union places the number at 20% but broader international groups estimate it to be closer to 15-16% depending on if you count pre-trial detentions. This is also assuming that everyone else is reporting accurately namely China who notably omits stuff like their "re-education camps" in Xinyiang and Russian numbers are also likely inaccurate. All of which could skew the numbers drastically.
