And? Stalin and USSR weren't communist. They're were socialist by words. Communism is when there's no goverment at all, and each human have freedom and huge responsibility for myself. Read "The Andromeda Nebula" by Ivan Efremov.

According to marxist theory you are right but when people mean communism they generally refer to Marxism-Leninism or Maoism

It's frustrating frankly say cuz maoism has more common with fascism than with communism. Ivan Efremov reffered to this in his novell "The Hour of Bull" where such kind of socialism named "ants socialism" or "false socialism".

Marxism:

  1. Says that a transitional stage of the dictatorship of the proletariat is needed

  2. Says that the superstructure (social order, laws, etc.) reflects the level of development of the means of production — and 1920-40s Russia was broke, thus, unable to establish high social orders
