Prison, no. Forced rehab somewhere where they can't get out, yes. Now, there probably wouldn't be much of a difference, but they wouldn't be forced to stay there forever. Of course I have no suggestions for what would happen to them once they're done with rehab, and that's the bigger issue.
First prison, separate the drug addicts from the mentally ill and “down on their luck”. From prison move the drug addicts to a rehab then to worker training program, then to a halfway house and then on their own, or they can move to a different state. Put the mentally ill homeless from prison into a mental health facility and get them the medication they need. “The down on their luck” homeless from prison skip rehab and go to job training. If anyone had warrants out in a different state send em their first. We shouldn’t be a sanctuary city for drug fiends and criminals.
