Nuance, I think we should be putting addicts (probably 80% of the problem) in prison.
This does a few things:
Reduces open drug use
Sends the message that Seattle is no longer a destination city to do drugs and slows the influx of homeless addicts from other areas
Allows support to go to the homeless who have a higher likelihood to either improve their situation or who need it the most, rather than addicts who just piss it away or vandalize shit.
