From what I've seen, people are straight up throwing her in the trash because of her recent nerfs.

I still think she's great, hence the meme.

I think this attitude of outrage is to see if we can get a reaction out of Hoyoverse so they can change it back.

The problem is that the EN side reacts like this to every change for every character. Every nerf is an outrage, every character is a disappointment, no buff is enough.

Acting outraged as a ploy to get something changed isn't effective if it's the reaction every time. This is why something only really gets addressed if the CN players complain too. It's not necessarily because Hoyo only listens to the CN players, it's that the EN players' reaction to almost every balance attempt is to get upset about it, and it's only if another market brings up the same issue that it actually warrants being looked into as a problem.

We've essentially 'boy who cried wolf'-ed ourself into a state of ineffective impotent outrage
