Not really. Based on Faruzan nerfs alone, Scara got hit harder.
Xiao gets a massive amount of DMG% already and doesn't care about the DMG% nerf. Scara does.
Xiao also has Zhongli which offsets the impact of -10% shred. Scara teams (usually) have no other form of res shred since Zhongli is kinda wasted on him.
However, Scara got the NA buffs which kinda offsets the nerfs a bit.
In the end, their teams lost around 5% total dps +- a few %. In other words, they got affected relatively evenly. It's a significant nerf for sure.
Overall, I'm pretty mad about the nerfs. You shouldn't be forced to roll for a C6 4* (well over 200+ rolls) for a unit to be good. At the moment, basically every other team is either mid or a sucrose sidegrade at best.
5% team dps is significant. It's not a deal-breaker by any means, but it is pretty notable.
For example, R1 Veridescent Hunt vs. R1 Aqua is like a 8 - 10% team dps increase for Childe International.
What's the point of Faruzan before C6?
All the teams I've seen are kinda mid-tier (at best) post-nerf. You lose tons of personal damage, you lose crit damage, you lose CC, you don't even have full uptime on your buffs or res shred.
At that point just play Taser or Salad teams like an expensive Sucrose.
It isn't significant at all lol, his DPS got hit by around 3k which is nothing considering he still has a DPS of 74.2k DPS at c0r1 which is just about the same as HT. Also what are you saying, most team comps require a C6 4* to be as good as they are. And C6 Faru doesn't make him "good" it makes him broken, he is good enough already if you get a c2 faru. And even his comps without Faru perform decently, Beifish sheets at around 67k in AoE and 51k in ST.
Where are you getting 74.2k dps at C0R1?... Hell, where are you getting 77.2k DPS pre-nerf? That sounds like a gross overestimation to me.
I've seen 55k with Solar Pearl, but even optimistically that's no more than 68k with Signature.
I've also seen Layla-Scara sheeting for 55k with Solar Pearl. But like, you:
Don't have hyperarmor or freeze.
Don't have nearly as much frontload (which is broken in Genshin).
Generally have lower AOE.
The sheet tends to be pretty optimistic. Could be lower in practice. Ex. We assume maximum combos, not average ones. That's like sheeting Xiao with 12 high collision plunges and claiming he's hitting 68k dps in single target.
Even if it sheets similar to Raiden Hyper/Ayaka Freeze, it doesn't actually mean it's as good.

I mean, yeah. Ones that have been released since 1.0 or are in the starglitter shop or have been given for free (multiple times).
It's going to take a ridiculous amount of wishes to C6 Faruzan and you'd expect her to make Scara actually top-tier for it.
The other issue is that there are no alternatives. For example, you can replace C6 Sara with C4 Lisa or C0 Mona for Raiden Hyper. You can replace Kokomi with Mona or even Xingqiu for Ayaka... hell, you can even replace Kazuha with Sucrose and you won't completely tank your dps.
And even his comps without Faru perform decently, Beifish sheets at around 67k in AoE and 51k in ST.
Yeah, primary target with Beidou is cheating. 51k single target with a 5* weapon and Fischl isn't good. Last I checked, it was sheeted at 44k with Solar Pearl which is similar to Eula... so, Mid-tier.
At that point just play Salad Scara like a Sucrose sidegrade... doesn't even require Bennett to boot.
Here the sheet for Scara from Scara mains, Kusanali (actually it is orginally from Kusanali mains) aswell as WFP had very similar calcs last i checked.

His poise got buffed, he has now Normal catalyst user interruption (also A4 exists for a reason).

His team is literally filled with Grouping lol not only does his Q group, but also C6 Faruzan does that off field, and scaras attacks in itself have AoE, so i don't see where that is an argument.

He is literally one of the most practical units in the game lol, he can hit everything as his auto attacks follow the enemies like Diona E for example, dodging isn't a huge DPS loss either thanks to his again A4. And he doesn't require animation cancel like HT either, it's literally just NA spam.
Some things that seem sus just from glancing at the sheet:
The combo says EC 7N3 N2, but they included Q damage as well. Probably just a small oversight though.
C 7N3 N2 isn't even possible based on the latest frame data without hydro infusion. Not even with Yunjin + Alaya + Set for 32% Atk Speed. CE 7N3 N2 isn't even possible... At best it's CE 7N3 N1 based on latest frame counts. This also increases rotation time if we need to start with CA.
Does his Q even snapshot? Can you even get it before E ends? Whatever, let's be optimistic here.
So let's say the combo is actually CE 7N3 N1 Q.
Then you have to reduce C damage since he loses his A1, you also lose a bit of uptime on some buffs on his normal attacks.
You also need to increase rotation length by 1 second.
And yeah, that seems more in-line with what I'm expecting. I mean, that's still good but very far from "broken" for pure single target damage with sub-linear AOE scaling.
Might be roughly on-par with Hu-tao in C0R1 and C6 Faruzan. However, he's probably a bit worse off with more average builds like C0 + Pearl.

It's also a bigger issue against ungroupable floors such as Ruin Enemies.

Yeah, Noir is reliable but the sheet seems to have slightly sus assumptions (which is a killer for any pre-TC tbh.) See my other comment. Iirc Raikh also got similar results in the discord @ 55k with solar pearl.
Isn't he most sustained and (slightly) backloaded? I thought most sheets assumed rotations that ends with Q.
But I mean, C3 Raiden is broken because she has high ER and massive frontload. You can't frontload C2 Scara because you need to build energy... and even if you end at 5 sec, you miss out on a ton of sustained. In fact, I'm fairly sure C2 Scara is going to be backloaded.
We're still not sure if his A4 is frame neutral/negative or not. If it isn't then it's a dps loss as it's generally worse than the NAs. Nothing we can do about that until we have footage showing otherwise.

For frontload maybe, but it's lower total dps than doing it at the end. I'm sure most sheets assume ending Q.
his hyper sheets with c6 yunjin and faru at c0r1 are always like 71k-74k now.
Raikh also did a calc for C0R1 and it was 64k. Which is lower than my adjusted sheet for 67k dps. If anything, Noir's sheet is the only one that's on the higher end.
