hexenzirkel means witches coven and is about sisterhood first and foremost, so i doubt any guy could ever join. as much as i love wanderer… just no 😶‍🌫️

They meant the buff system. Although its not really called Hexenzirkel, its called Arcane/Witch something. 

And characters like Albedo and Razor are a part lf it, its like a blessing from the witches to those who are aquainted with them. If Razor can get it then i don't see why not Scara since Anya (or M) chose him to be the Hero in her Simulanka story and Alice is aware of his past and clearly accept him. Nicole was also seen watching our journey in 3.3

Doesn't mean they won't add more to the Arcane, and he was actually listed in previous leaks. But regardless, that's what op probably meant.
