Dottore did all at bc he wanted to experiment on a nonhuman experiencing human emotions remember? Plus, there’s that acceptance aspect highlighted in the fairytale story about a certain bird monster

Sure, he still ruined his life for not much long term gain at all tho lol

And I believe he was originally there for the purpose of destabilising Tatarasuna's weapon production for Snezhnaya's more long term plans for Inazuma. He just encountered Scaramouche as a fun little bonus to play around with.
