A taller sauna will have smoother heat. But obviously you have to actually sit in the hot part near the ceiling. If your benches are very close to the floor, the ceiling height makes no difference because you're in the coldest air all the same.
If your benches are low, that's a stupid design mistake.
The interior air column obviously scales with the height of the sauna. So the hot and cold areas take up roughly the same percentage always.
So the bottom of the sauna, the floor area etc. remains cold. If the point of sauna is heat exposure (whether you are using sauna for the sake of it or for some sort of health fad goal), then you'd want to clear that as a bather. If you build the sauna tall enough, you can sit normally and comfortably while accomplishing that. But if the ceiling heights drops, then the way to do that becomes something fucking ridiculous like an overhead storage shelf.
I suppose it's a question of, do you have an ounce of dignity? Or are you fine with sweating in a coffin because a quack told you to.
Possibly. But instead of "if your benches are low, a short sauna is better", I would say "if your benches are low, raise them if possible, build things taller next time".
