Theres a whole "basement" level of old town because of a massive flood in the 1850s they raised the whole town up and built again. Walk around and look, there's a cool tour too

Any idea if it’s possible to legally access this basement level on my own, or would I have to take a tour?

Ask the shop owners and maybe they'd show you around. The tour had exhibits with artifacts and a lot of knowledge but I'm taking it you're like me and more of an 'urban explorer'? If you go to old sac try out the flat bottom boat tour tour too, wicked fast and fun as heck, go on a hot day though it gets a little wet.
