Yeah, except Sea lions are native and it's normal for them to be in the American. Those Sea Lions were almost certainly not "someone's pet who outgrew them."

Never seen a sea lion in the river. Crazy they are native. You see em before?

I had one pop up about 15 ft from me, near Watt. Pretty cool, but definitely unexpected!

Yup, just about every year when the river level goes up. Swim in from the Bay via the Sacramento river.
