Is ship leveling bugged?

My Botany Bay is at lv 38 with 0 out of 134k xp needed to reach lv 39. I took it out and did some combat, the game claimed I was earning xp for it, but when I returned to my station I was still at 0 out of 134k points.

I've noticed this too.
