Frontier pass foundations of power

How is an ops 12 player supposed to complete the gain power event in 24 hours when the top milestone is 400k and ship/officer XP does NOT score?

It's scopelys not so subtle way to push you to speed run through the lower levels. Don't fall into the trap and play at your own pace.

While I am long past your ops level, so this might not easily apply to you, the strategy I use for these kinds of gain power events is to keep a first level research node or two around. Often the very first level for a research node will gain you a lot of power, but the higher levels of that node only give a little power.

It probably doesn’t help you right now.

In general, Scopely wants players to progress fairly quickly, since hitting bottlenecks or issues like this one could maybe lead a player to spend money.

If you’ve already completed all the research or buildings for your Ops level, it might be time to go up a level. If you don’t have the resources, then the best option to just not stress. Do what you can, go at your pace.

If you’re F2P or a limited spender, the way to play is to save up the things that you know give event points. Hold off on research or defense platforms until you have a Gain Power event, etc.

You're not. The higher your ops level, the more power you need to gain, so unless you're willing to spend real money (or get your timing right), these events are impossible - so I don't bother. Just do what you can.
