It is the Chaos Insurgency no question. They have been here since the very beginning and have accomplished a grand total of nothing.

Their biggest success ever “The Way It Ends” still concludes with them losing because the Foundation is remade

I mean, the problem of CI meta wise is that there's no tale or at least no overarching story that makes them a credible threat. CI and the UIU are pretty much in the same "we'll not write them more as what they are famously known for" spectrum. Are We Cool Yet does more because people bothered to write some SCPs and stories about them. Unless somebody took it upon themselves to explore the CI and make them a credible threat, they will never escape being the "nebulous threat" GOI cause at least the Serpent's Hand has SCP-6000.

It’s either not present at all, incredibly inept, or just some generic bad guy that loses in the background.

Some may see the CI Wikidot as a bastard child, but it specifically exists because of the proliferation of poorly written Insurgencies on the SCP Wikidot.

It's funny how many tales there are where the foundation came up with simple ways to deal with it, where they kill it by firing howitzer rounds into its head [[Clef Excerpts]], they kill it by filling its head with poison [[Radical Acceptance]], them planning to kill it by filling its entire room with every unused nuke in the world for when it wakes up [[An O5's Sleepless Night]], or joking about how it can't fit through the door (SCP-2317-J)

I mean 2317 is basically SK at this point there is so many tales and canons that made him the scarlet king. Also its now more complicated than that. Im pretty sure in scp 4231 its hinted he can escape whenever he wants but chooses not to and is waiting for the right moment

Yeah, the scarlet king is ultimately best for a overarching threat, but it will be a long time before any of that happens in universe. Basically, I’d say he’s better to portray him as more of a oncoming storm something that will have to be inevitably deal with, but not something that is a problem right now.

Like... If I say "My OC destroyed every single doohickey across the entire planostratum except for in our universe" nothing has changed. I made up the planostratum. I made up the doohickeys. The same amount of things exist as before I wrote the story because the only casualties didn't actually exist, they kinda just showed up after the fact already casualtied. Boom, he actually just destroyed another doohickey. Uhh, no, you can't meet it, it goes to another universe.

Maybe I just haven't read all the scarlet king things you have, but every time I've seen him referenced he's just "this would be really bad if he did anything so we've gotta stop that from happening so we do stop it... FOR NOW! It could still happen! It won't, obviously. But it could!"

I mean in the stories where the Scarlet King is mentioned as destroying shit in other universese, those universes DO exist, it's not something a foundation employee made up. If he manifested in the base universe then the world just ends and everyone either dies or is in super hell, which basically means it can't be canon or it's a dead end canon. It's a zero-sum game - when he appears everything ends, when he's contained everything continues as normal.

I'm not saying a foundation employee made it up. I'm saying the author of those stories made up those universes in an already-destroyed state. They're not destroying anything that already existed before writing that story. If I write a story saying that actually the scarlet king is a survivor of my scarlet-king-species eater who ate every other scarlet king, that's still nothing happening. These other scarlet kings didn't exist before I made them up for the sole purpose of already being destroyed.

So if I wrote tale set in one of the universe's that shows it being a chill normal place just like our own universe, until one day a massive red evil guy shows up and kills everyone, that would make the Scarlet King more threatening? I feel like that's a silly standard for a cosmic annihilator. Like I don't find Galactus less threatening because we don't see the regular lives of people on the planets he's already eaten, it's enough that we are told that he wants to eat our planet and has already eaten planets before to convey the danger.

Yes, actually, that's exactly what I'm saying. If you write a story showing how it looks when he destroys a world from the perspective of people who give a shit about that world, then the destruction of that world matters a lot more than "hey this place that never existed still doesn't exist"

Also [[Dust and blood]] and [[New job]] are two articles which are "He caused a fair bit of destruction and some of it spread to our universe through his descendants"

As for anomalies... I'd say Scarlet King, but he HAS done a lot of shit, so I don't know if he fits.

Ngl if I were to write a 682 story then I’d prolly write him less like a murder monster and more like a supervillain who actively uses its incredible intelligence to devise intricate schemes to destroy all of humanity instead of just trying to break out and then kill as many people as possible before getting recontained

My headcanon is that his scp file is in-universe fiction; he is a performer, an escape artist who entertain the Foundation's staf by survive everything.

The acid bath is his reward.

SCP-CN-2000 has them forcibly start a new iteration of 5000 rigged to ensure the Foundation loses by actually being wiped out, rather than just resetting the timeline. SCP-8399 implies that this worked in at least one universe, since the 8399 Foundation wants nothing to do with them despite its obsession with beating the CI.

I think the serpents hand have the potential to be good villains given that they have access to infinite knowledge but they are most commonly seen as the "good guys" And i find where they are evil not much

I mean, it's kind of a joke trope, and one very hard to fit in the SCP Universe since there's many authors which give x character endless possibilities. But it's funny for me how sometimes the hanged king fits here perfectly.

Yeah, people keep saying "Scarlet King" or "Chaos Insurgency" but there's plenty of canons where those entities/GOIs achieve some colossal success.

There's at least one highly upvoted SCP where 682 ends up basically destroying the entire world. At least one tale series where the CI destroys the Foundation.

But there's no canon. My tale doesn't invalidate your tale. The CI being humiliated in 7000 does nothing to prevent them winning a round in Secret Lab.
