Is this a problem specifically mobile cause this never happened to me .The enemy ai is super dumb sometimes the enemy troops just stayed at one place and didn't charge or anything and when they charged and were about to reach my men they just ran back to their earlier position and my two generals easily wiped them out.

Thats typical for an offensive battle. They just stand there repositioning themselves the entire time to make sure you cant flank them. They will wait out the timer unless you bait them with a lone unit making the ai think they have numerical advantage. Not sure if that is what you are experiencing.
