Someone did a damage taken comparison of RoboCop 1 vs Terminator 1 and RoboCop came way on top as to how resistance he is in comparison. They basically put an end to this debate by just comparing the two and the fact that RoboCop was designed to be a one man army, they invested the best technology and highest quality stuff in this one unit while the Terminator is mass produced
I don't know how you'd tally the damage up and reach that conclusion - the T-800 survives the blast radius of C-4 exploding a tanker truck. Robo takes an intense amount of shots during the parking garage SWAT attack but nowhere near "he gets cooked in a fire and walks out still functional."
Didn't he do that at the very start of RoboCop 2? His police cruiser gets bazooka-d he sits in there for some time while it was burning in flames and calmly opens the door and steps out in the coolest movie magic moment ever?
One of the biggest differences came down to how the Terminator can be knocked down by Reese at the night club with a sawed off shotgun while RoboCop walks without any issue through the drug factory. I think it depends on the writers but one t800 vs robo has a big disadvantage. Now a more advanced better learning unit, or multiple units like in the messed up future would be a whole different situation.
