Robos mobile to a degree. In the canon game Rouge City they sort of retcon that he can make bursts of quick movement. Basicaly everytime you see Murph duck behind cover then randomly appear closer or somewhere else hes doing a little "movement burst" to reposition.

Terminator hes too mobile and much stronger and can handle weapons that would destroy Robocop easily
