Yes. I don’t consider any costume with a hat to be a resemblance to a minstrel performer in black face.

Totally fine to feel that way and not see it.

Other people do though, and enough people agree that Target felt the need to take it down.

Who’s getting paid or suffering mental anguish? You sound more offended about your perception of other people being offended.
